Illegal Content Notice, Moderation & Appeals
Effective date: 13 August 2026
Version: 1.0
1. Purpose
This page provides a structured way to report allegedly illegal content and explains moderation decisions/appeals where the EU Digital Services Act or other applicable law requires it.
2. Notice channel
Illegal-content notices may be submitted with the in-product Report control or by email to [email protected]. A notice should include:
- a sufficiently substantiated explanation of why the information is alleged to be illegal;
- exact electronic location where possible, such as message/report/content/room identifier;
- the notifier's name and email except where the applicable law permits/encourages special handling for certain sensitive offences;
- a good-faith statement that the information is accurate/complete to the notifier's knowledge.
3. Processing
KEEM will process notices in a timely, diligent, non-arbitrary and objective manner appropriate to the legal duty and risk. A notice does not automatically prove illegality.
4. Decisions
Depending on the facts, KEEM may leave content available, remove/disable it, limit visibility, restrict monetization/features, suspend/terminate an account, preserve evidence or refer the matter for legal review.
5. Statement of reasons
Where legally required, KEEM will provide the affected user with a clear statement of reasons for a content/account restriction, including the relevant policy/legal basis and available redress route, subject to lawful exceptions.
6. Internal complaint/appeal
Where applicable, an affected user may appeal by email to [email protected]. General complaints may be sent to [email protected]. Appeals must be reviewed with appropriate independence from the initial automated signal where required.
7. Abuse of notice systems
Knowingly false, abusive or repetitive notices/complaints may lead to appropriate restrictions consistent with law.
8. Transparency
KEEM will maintain the records and transparency information required for its actual DSA/service classification and company size. Any statutory exemption will be relied on only after the applicable criteria and KEEM's status have been verified.
